Delaware occupies a unique position among Mid-Atlantic states: it has no state sales tax (a genuine consumer benefit), low property taxes relative to its neighbors, and proximity to Philadelphia, Wilmington, Baltimore, and Washington D.C. But housing costs have risen significantly as Delaware has attracted Mid-Atlantic spillover buyers — and its income tax structure, while not the highest in the region, is substantially higher than Arkansas. For military families weighing life after Dover AFB, or remote workers looking to escape the Mid-Atlantic corridor, Arkansas delivers more home, lower taxes, and a genuinely lower cost of living.
Home Prices: Arkansas vs Delaware
Delaware’s statewide median home price has climbed to approximately $335,000–$355,000 in 2026. The Dover area — closest to Dover AFB — runs $270,000–$310,000, which is the most affordable part of the state but still 30–55% above Central Arkansas. Northern Delaware (Wilmington suburbs like Newark, Hockessin, and Bear) runs $350,000–$550,000+, driven by proximity to Philly and the I-95 corridor.
Central Arkansas median: $190,000–$215,000. A VA loan buyer at $215,000 in Central Arkansas avoids a $100,000–$140,000 premium versus even Dover-area Delaware. With zero down payment and no PMI, the monthly payment difference on that premium is approximately $600–$800/month — every month, for 30 years.
Income Tax: Delaware vs Arkansas
Delaware has a graduated income tax with a top marginal rate of 6.6% — substantially higher than Arkansas’s 4.4%. Delaware does offer pension exclusions for seniors (up to $12,500 for taxpayers 60+), but there is no blanket exemption specifically for military retirement pay equivalent to Arkansas’s 100% military retirement pay exemption. Arkansas fully exempts military retirement pay from state income tax for all branches and all ages — no cap, no age requirement, no phase-in.
No Sales Tax: Delaware’s Real Advantage
Delaware’s most famous financial benefit is its complete absence of state sales tax. For consumer purchases, this is a genuine ongoing savings — particularly on large purchases like vehicles, appliances, and electronics. However, this advantage is partially offset by higher home prices and income taxes. Arkansas eliminated its state grocery tax in 2023, and its overall sales tax structure (while present) applies to a broader Arkansas cost base that starts dramatically lower than Delaware’s.
Property Taxes: Surprisingly Similar
Delaware’s effective property tax rate is approximately 0.56–0.61% — actually comparable to Arkansas’s 0.61%. This is one area where Delaware holds its own against Arkansas. On a $300,000 Delaware home, annual property taxes run approximately $1,700–$1,800. On a $210,000 Arkansas home, approximately $1,000–$1,300. The property tax rates are similar; the dollar amounts differ because the homes themselves cost more in Delaware.

Dover Air Force Base is one of the most strategically important airlift installations in the U.S. military. Home of the 436th Airlift Wing — operating the massive C-5M Super Galaxy strategic airlifter — and the 512th Airlift Wing (Air Force Reserve), Dover handles global strategic airlift missions and is the primary port of entry for repatriation of fallen service members. Dover AFB is located in central Delaware near the state capital of Dover.
For Air Force families stationed at Dover, the surrounding community offers affordable-by-Delaware-standards housing in Dover, Smyrna, and Milford. But compared to Central Arkansas, even these markets run significantly higher on a per-square-foot basis with smaller homes. Retiring C-5M or Reserve families from Dover who choose Central Arkansas find their VA loan entitlement purchases significantly more — often a 3-bed, 2-bath home on a larger lot versus a townhome or smaller single-family home at equivalent loan amounts.
Little Rock AFB vs Dover AFB
Both are Air Force heavy airlift installations in the C-17/C-5/C-130 ecosystem. Little Rock AFB (Jacksonville, AR) is the 19th Airlift Wing — the Air Force’s primary C-130 training base, with a large active-duty footprint and a well-established surrounding military community. Home prices within the LRAFB commuter zone: $160,000–$320,000 across Jacksonville, Cabot, Benton/Bryant, Conway, and Maumelle.
